Dear NHW Symposium attendee.
EXECUTIVE SUMMARY OF 3 SYMPOSIUMS 7th, 14th and 21st MARCH 2007
Thank you for attending one of the above symposia at either Lancashire, West Mercia or Hertfordshire during March 2007. All were extremely successful, focussed and very clear about the way forward for the Neighbourhood Watch Movement in terms of future representation.
By the way of process each Region spent time with a facilitator and went through exactly the same series of questions. The results were recorded and amalgamated into one document by Mark and Alene our simple executive summary is as follows:-
● All 10 Regions said ‘Yes’ to a Regional and National Structure.
● All 10 Regions want 1 force Volunteer representative to go to Regional Meetings, virtually all also want a nominated deputy to be able to attend, but on a rotational basis.
● All 10 Regions want one Regional representative to go to the National meetings as a minimum most want a nominated deputy to go also on a rotational basis.
4. ● Regions could not agree on a title for the national group. - Many felt it should be a matter for that group to decide anyway.
5. ● All 10 regions agree it is valuable to meet jointly with their Police Colleagues at Regional Meetings. (Although 2 had caveats on how this would work).
6. ● Regions could not agree on a common title for Regional NHW Groups, although some had already constituted their titles.
7. ● In terms of frequency of Regional Meetings there was some consistency with a majority opting for quarterly.
Frequency for |National Meeting varied from:-
“Let them decide” (2) “Match National Strategy Group” (3) “Quarterly” (4) “At least every 4 months” (1)
8. ● All Regions want at least 1 rep. from the National Group to go to the National Strategy Group for Watch issues (NSGWI) to meet with the Home Office and Association of Chief Police Officers (ACPO). The majority also want a nominated deputy to be available to attend.
9. ● Many volunteers from force areas have already nominated their volunteer representative, many however are taking it back to AGM’s etc to decide. All have been requested to notify Lorna Todd at lorna.todd@herts.pnn.police.uk of reps details by 1st May 2007.
10. ● In terms of Legitimacy all 10 regions agreed that Alene Branton and Mark Custerson could report back to the NSGWI, who asked for the movement to be brought together, and tell them that a Regional and National Structure for NHW volunteers was acceptable and should be set up without further delay.
11. ● All 10 Regions agreed that it was acceptable to implement the findings of the 3 symposiums. 12. ● All Regions wanted all of the attendees at the 3 symposiums, who left email addresses to be told of the final results of the facilitated questions to be sent as follows:-
By e-mail (this email fulfils that requirement)
An executive summary be placed on the Home Office website (This email is being sent to the Home Office for that inclusion).
Finally the next Meeting of the NSGWI is scheduled for 18th April 2007 when the issue of representation for NHW will be a substantial agenda item. Alene and Mark will be in touch after that.
We hope Regions will be forming their Regional Meetings from now on, if they do not already exist.
We expect that as the 10 Regions begin to nominate their National representative we will get a flavour of how quickly a National Meeting could be set up and facilitated.
We started this work in October 2006 and its been a long road but thanks to you a clear mandate now exists. At last we have a chance to look to the future.
Best wishes
Mark Custerson Alene Branton, M.B.E., Project Manager to Frank Whiteley, Chief Executive Chief Constable of Hertfordshire of HANWaG 07738 503590 01482 444466 mark.custerson@herts.pnn.police.uk ajbranton@hanwag.org.uk (on leave until 10/4/07)
